ORGANISING AUTHORITY

The Regatta is organised by Image Asia Events Co. Ltd. under the auspices of the Ao Chalong Yacht Club, in conjunction with the Yacht Racing Association of Thailand and is staged under the authority of the Sports Authority of Thailand. Image Asia Events has established a Race Committee.

1. RULES
The Regatta will be governed by the rules as defined in Racing Rules of Sailing 2009-2012. (RRS)
   1.1 The IRC 2010 Handicap Rules the Australian Sports Boat Association, Sports Measurement System rules where applicable, the OMR rule for Multihulls, the class rules for Firefly 850 One design, the Thaicap rating rules for non IRC keelboat classes, this Notice of Race, and the Sailing Instructions.
   1.2 In the case of conflict the Sailing Instructions will prevail (this changes rule 63.7).
   1.3 The ORC Special Regulations Category 4 shall apply to all keelboats and Multihulls (except that the requirement to be self righting will not apply to the Multihull Classes) and except the Sports Boat Class. Copies of the safety regulations for Sports Boats are available on request.
   1.4 Rule 44.2 will be changed as follows: for Multihull Classes only a single turn penalty (360 degrees) for an infringement of Part 2 of the Racing Rules.
   1.5 Advertising on a boat or by its crew is permitted in accordance with the ISAF Advertising Code (formerly Category C). Boats with advertising material should include details with their entry form. The Organising Committee will require all participating boats to display the event advertising in accordance with ISAF Advertising Code as follows:
      1.5.1 The first 20% (or where the Hull Length is less than 8 metres the greater of the first 1.2m or 25%) of the forward part of each side of the hull of each participating boat for Bow Numbers and/ or the Advertising chosen and required to be displayed by the Organizing Authority of that event, and...
      1.5.2 If the boat has a backstay a sponsor’s burgee or flag measuring a maximum of 500mm by 750 mm (“Sponsors Flag”) to be attached to the backstay. The Sponsors Flag must be carried hroughout that event, including when a boat is in harbour.
   1.6 A Competitor may choose not to display any Advertising which is for alcohol or tobacco, or which he or she genuinely objects to for substantive moral, political or religious reasons. Participants who object to carrying Advertising as described under 1.5.1 or 1.5.2 for any reason, or for reasons of boat design believe they are unable to comply with this requirement, are required to inform the Race Committee in writing no later than 21 June 2010 so that alternative arrangements may be made. 2. ELIGIBILITY AND ENTRY
   2.1 The Regatta will have the following classes which may be subdivided into divisions.
      2.1.1 Racing Keelboats with a hull factor of 8.5 and above and a DLR of less than 150. Boats otherwise eligible as Sports Boats may be integrated in this class.
      2.1.2 IRC Racing under the IRC Handicap system. Entries may be split into two or more classes, based on their TCC, to offer competitive sailing.
      2.1.3 Club or charter class. Keelboats, participating with the owner onboard, or charterers who are visiting Phuket, and are acceptable to the Race Committee. This class is designed both for cruisers that do not normally race and therefore may not have a valid IRC certificate and for charter boats preferring a less competitive fleet and potentially shorter courses than normally provided for the IRC racing classes. This class will be raced under the Thaicap Handicap system.
      2.1.4 Multihulls. Trimarans and Catamarans of a size and condition acceptable to the Race Committee. - Boats not meeting all criteria will be classified at the discretion of the Race Committee. - The Race Committee reserves the right to combine classes if less than 4 boats enter a class.
      2.1.5 Firefly 850 Sports One Design class.
      2.1.6 For Sport Boats to qualify under the SBR, Boats shall be not less than 5.5m nor greater than 10.0m LOA., shall be ballasted monohull keelboats, shall have a minimum keel/weight ratio of 0.35 and have a minimum value of DLR plus twice the length overall of 60.
      2.1.7 Classic Invitational. Yachts of a classic nature are invited to take part in a special event to celebrate the 103rd anniversary of S.Y. Seraph.
   2.2 The Race Committee may change the above eligibility factors based on its analysis of the entries received. The Race Committee reserves the right to allocate a boat or boats to a class or division according to the entries received. This allocation will not be subject to protest or requests for redress (This changes rules 60.1(b) and 62.1).
   2.3 The Race Committee recognizes that there may be boats that, by virtue of design, may qualify under these criteria in the racing class, but consider themselves to be cruising orientated either by accommodations, rig, sails or other reasons. The Race Committee will consider written applications for inclusion of such yachts in another class giving details of the yacht and the reasons for consideration, if received no later than 2 July 2010. A valid IRC certificate, sail plan, accommodation layout including details of installed equipment, keel details and crew list MUST accompany the application. Applications based on crew criteria alone will not be entertained. The Race Committee's decision shall be final and not subject to appeal.
   2.4 Application for entry shall be made on the official Entry Form which is available on line.
   2.5 IRC current certificates should accompany entries for relevant classes.
   2.6 Completed handicapping forms must accompany entry forms for the Club and Multihull Classes. Application forms are available from Image Asia Events Co., Ltd.

3. FEES
   3.1 Entry will be confirmed on receipt of completed entry form and the entry fee of 12,000 Baht. Entries must be received by 21st July 2010.
   3.2 The entry fee includes participation of skipper. An additional crew ticket fee of 4,200 Baht is payable at or before registration for each additional crew member racing in the regatta and/or attending social functions.
   3.3 A reduced early entry fee of 9,000 Baht and 3,850 Baht for additional crew tickets is applicable to entries received and paid for by 18th June 2010. For more information click here.

4. SCHEDULE
Registration for the 2010 Regatta and the functions listed below will take place at the Evason Phuket & Six Senses Spa. Racing for all classes will be held in the waters around southern Phuket.

5. HANDICAP SYSTEM
   5.1 The IRC Handicap System shall be used for the Racing and IRC classes. Owner initiated changes to IRC certificates will only be accepted after 16th July 2010 with the agreement of the Regatta IRC rating officer/measurer.
   5.2 The Thaicap handicapping system as issued by the Yacht Cruising Association (Thailand) shall be used for the non IRC keelboat Classes.
   5.3 The OMR handicap system shall be used for the Multihulls.
   5.4 The Thaicap and OMR handicaps shall be fixed and not subject to protest.
   5.5 The Australian Sports Boat Association, Sports Measurement System will be used for the Sports Boats.
   5.6 Firefly 850 will race under their class rules.

6. SCORING

   6.1 The series will be scored as provided in Appendix A of the RRS using the Low Point system.
   6.2 The number of races in the series for each class will be announced in the Sailing Instructions but will be a minimum of three.

7. SAILING INSTRUCTIONS
The sailing instructions will be available at registration on Wednesday 21st July. Any sailing instructions issued prior to this date are provisional.

8. THE COURSES
The courses to be sailed will be either Coastal, Windward/ Leeward or Triangle.

9. CREW LIMITATIONS
   9.1 In the Multihull class the Race committee must be notified of the declared crew weight at time of registration. No alteration to the boat’s TCC will be permitted during the regatta except as a result or a rating protest or to correct rating errors.
   9.2 Owners/skippers should seek clarification from the Race Committee if in doubt.

10. SAFETY
   10.1 Each yacht shall carry at least one suitable anchor and sufficient suitable cable to hold the yacht in the depth of water and likely weather conditions in and near the racing area.
   10.2 No anchors shall be carried on deck forward of the bows.
   10.3 All yachts shall be liable for inspection in accordance with applicable safety and measurement requirements.

11. INSURANCE
Each participating boat shall be insured with valid third-party liability insurance to a minimum cover of Twenty Million Thai Baht, or the equivalent, for the duration of the event.

12. PRIZES FOR THE SIX SENSES PHUKET RACEWEEK SERIES
   12.1 A Trophy will be awarded to the winning yacht in each class.
   12.2 Second and third place prizes will also be awarded in each class.
   12.3 Other prizes including prizes for individual races and divisional results and line honours may be awarded at the discretion of the Organising Committee.
   12.4 Fleets of six or more one designs and/or specific types of boat racing within the IRC classes may be given additional results listings according to type at the discretion of the Race Committee.

13. DISCLAIMER
The Organising Committee, the Race Committee, the Regatta sponsors and their respective representatives, officers, members and volunteers accept no liability whatsoever for any loss of life, property, personal injury, or damage caused by or arising out of the Regatta. Participants compete entirely at their own risk.
